They also flagged the uncertainty over appeals filed physically with the District Magistrate/District Election Officers.

  • “Can’t serve notices”: The judges complained that there is no mechanism to serve notices to parties, despite several requests and reminders to develop a common and proper mechanism on the portal.
  • “Can’t store documents”: The judges expressed concerns that there is no mechanism to secure documents uploaded by the Tribunals, leading to poor responses from the DM/DEO concerned.

  • The SIR process, which involves the identification of 27 lakh deleted electors, was ordered by the Supreme Court to give these voters a chance to appeal their exclusion from the rolls. The Election Commission of India had set up a digital portal for the Tribunals to process these appeals. However, the judges have raised several concerns over its functionality.
