RN Kao was born in 1918 in Benares and went on to study at Lucknow University and Allahabad University before passing the Civil Services exam in 1940. He joined the Indian Imperial Police, which later became the Indian Police Service, and played a important step in the security of Prime Minister Jawaharlal Nehru during India's independence period.

In 1968, new Prime Minister Indira Gandhi bifurcated the Intelligence Bureau to form the Research and Analysis Wing (RAW), with Kao being chosen as its first chief. He spent nine years at the helm of RAW, building the organisation from scratch.

During this time, he played a key role in the liberation of Bangladesh during the 1971 India-Pakistan War.

Kao's contribution to the war effort was significant. As RAW provided arms and training support to the Mukti Bahini militia during its initial stages. His leadership and expertise were instrumental in shaping the organisation into what it is today.
