The Trump administration has issued a new Presidential Memorandum, authorizing vetted private corporations to assist federal law enforcement in combating cyber-enabled transnational criminal organizations (CE-TCOs). This initiative aims to leverage the private sector's capabilities against foreign-based threats, which are estimated to have cost Americans billions of dollars annually. However, the move introduces significant legal risks and raises concerns about the potential for unintended consequences.

The memo defines a CE-TCO as any foreign group that conducts cyber-enabled crime against the United States Government, a U.S. person, or U.S. interests, and is not an institutional part of a foreign government or wholly operated under a foreign government's direction.
