Parliament on Thursday (August 13, 2026) passed the Mines and Minerals (Development and Regulation) Amendment Bill, 2026 — which seeks to restrict the powers of States to levy taxes on mineral rights and mineral-rich lands – amid criticism from the Opposition that the legislation runs contrary to the fiscal federalism guaranteed by the Constitution.
